Tiny Toes is part of the QRIS National Learning Network, which serves as a framework for an Early Childhood Education (ECE) system. QRIS was formed by a coalition of states and national organization that seeks to establish standards-based ECE systems as a strategy for early childhood learning reform.
A well designed Quality Rating and Improvement System (QRIS) provides:
- Quality Assurance: By creating and aligning program and professional standards, a QRIS is able to provide quality assurance feedback through monitoring how well programs adhere to established standards.
- Program support, including technical assistance and coaching
- Professional development including training and scholarships
- Financial support including grants, bonuses, differential reimbursement, wage supplements and tax credits
- Help for ECE consumers, including an easy to understand consumer guide
- Links between higher quality childcare and financial incentives such as tax credit
